So yesterday I wrote that I filed an official complaint with the Brookhaven Airport. The response I received initially was promising. This is what the representative wrote:
Thank you for bringing this to our attention. We sincerely apologize for the inconvenience. We have looked into the information you provided and will reach out to the aircraft operator to advise them of your concern. Should there be any further instances, we strongly encourage you contact to the Airport at 631-451-5300, at the time of occurrence, so that we may promptly address the situation.
Later that day, I wrote to let them know that JUMP1 was still passing over my area, seemingly nearer to my address:

This is Brookhaven’s response:
I am very sorry to hear that. I did reach out to the aircraft owner advising him of the nuisance. This is causing you. Unfortunately, he is not violating any regulations and we cannot tell the pilot what to do. We can only advise. Hopefully he will take your complaint into consideration. Again, I apologize for any inconvenience.
Note the shift from, “We will address the situation,” to “We cannot tell the pilot what to do.”
This morning, at around 8:30 am, it happened again.

So I want to reiterate what’s going on here, to make it clear. Yesterday, I notified Brookhaven Airport that one of their pilots (JUMP1) was causing me significant distress, repeatedly flying over my area multiple times a day. After being informed by Airport staff (confirmed by the message above) that his behavior was causing distress to others, the pilot voluntarily chooses to continue that behavior.
This illustrates two things so clearly to me. One: We need government regulation of private jets, because these pilots refuse to regulate their own behavior. They will not change unless they have to. There are currently no mechanisms for accountability.
